Texas abortion restrictions headed for approval in state Senate

AUSTIN, Texas (Reuters) - A Republican proposal that would ban most abortions in Texas after 20 weeks of pregnancy moved toward a possible final vote in the state Senate Friday, and Democrats fiercely opposed to the measure conceded they will not be able to stop it.

A state Senate panel on Thursday cleared the way for debate on the floor of the Senate on Friday, where Democratic Senator Wendy Davis drew national attention last month by staging a filibuster on the final day of a special session.

Her gambit ran out the legislative clock and forced Republican supporters to call a new 30-day special session to try to pass the abortion restrictions.

"We do not have the numbers to stop it," said bill opponent Senator Royce West, a Democrat. "There's no way in the world that you can filibuster for the rest of the month."

In addition to the ban on abortions after 20 weeks, the bill would impose strict standards on abortion clinics that critics said could force dozens of facilities in Texas to close. Supporters of the bill say no clinics would be forced to shut down.

A state Senate committee voted 6-3 in favor of the bill on Thursday, and several activists opposed to the measure walked out of the hearing room singing, "We're Not Going to Take It."

The House of Representatives has already passed the measure.

The campaign to restrict abortion in Texas is part of a national effort by conservatives that has led to dozens of state curbs on the right to abortion in recent years.

On Thursday in North Carolina, debate was raging on the floor of the House of Representatives over a bill that would increase some safety standards on the state's abortion clinics and prohibit government-administered insurance plans from paying for abortions, except when the life of the mother is at risk.

A vote was expected later Thursday in the North Carolina House, which would send the measure to the Senate for its approval. The legislation is a watered-down version of a failed bill earlier this month that was almost identical to the proposal in Texas, and drew opposition from the state's Republican Governor, Pat McCrory.

Thousands of Texans who support or oppose the bill have converged on the statehouse this week for marches and rallies, with opponents often holding signs referring to the legislation as a "war on women."

"This is not a war on women," Committee Chairwoman Jane Nelson, a Republican, said after the panel vote on Thursday. "This bill is trying to correct a war on babies that's taking place."

The 20-week provision is based on controversial research suggesting fetuses feel pain at that point in the pregnancy.

"Recent and rigorous scientific reviews have concluded that there is no evidence of fetal perception of pain until 29 weeks at the earliest," the American Congress of Obstetricians and Gynecologists wrote in a letter published as an ad in the Austin American-Statesman this week.

The letter also said the proposed requirements for abortion facilities are unnecessary.

Twelve states have passed a version of the 20-week ban, according to the Center for Reproductive Rights, a group favoring the right to abortion. Courts have blocked the laws in three of those states.

West predicted the Texas measure is also heading for a court battle.

"As soon as it's signed by the governor, it's going to be challenged," West said.

Supporters of the Texas proposal, including former Republican presidential candidate Rick Santorum, held a press conference on Thursday to urge its passage.

"Texas is the center of the pro-life debate in the country right now," said Santorum, a former U.S. Senator from Pennsylvania.

Abortion provider Planned Parenthood on Thursday organized a rally in Washington against abortion restrictions such as those under consideration in Texas and North Carolina.

Path partners with Nokia to bring app to Lumia 1020

After months of anticipation, Path is finally bringing its social network to the Windows Phone, and it's starting with the Nokia Lumia 1020. The app, which is still in the works and hasn't been assigned a launch date, will take advantage of the company's new imaging SDK and its plethora of photo filters. Although the main focus of Path's announcement was centered on the new Lumia, it also mentioned that the app will indeed come to "all Windows Phones." No word on if the launch will occur across the board at the same time (nor if this includes Windows Phone 7.5 or only affects WP8 users) or if it will be featured only on the 1020 at first, but we'll update you as soon as we know. In the meantime, there's a press release for you to digest below the break.

Hackers exploit Windows bug revealed by anti-Microsoft Google researcher

Microsoft has revealed that hackers have exploited a bug in Windows that was first disclosed by Google researcher Tavis Ormandy in May.

Ormandy, a security engineer, came under fire when he publicised the bug through the full disclosure section of Internet security site seclists.org without notifying Microsoft, meaning the company had no time to fix the flaw first.

Microsoft released few details of the security breaches, but in a statement said hackers had launched "targeted attacks" - a term generally used to refer to those on corporate or government targets, usually to steal information or sabotage systems.

Following Ormandy's disclosure in May, security firm Secunia issued an advisory which explained that the bug could be "exploited by malicious, local users to disclose sensitive information, cause a DoS (Denial of Service), and potentially gain escalated privileges."

Microsoft would not say whether it believed Ormandy's exposure of the bug was responsible for the attacks.

A Google spokesman told Reuters that no comment could be made as Ormandy's Windows research was personal and not related to his work for Google.

In a blog post, Ormandy was heavily critical of Microsoft, claiming the company is "difficult to work with" and has "great hostility" against vulnerability researchers.

"I would advise only speaking to them under a pseudonym, using tor and anonymous email to protect yourself," he wrote.

All hail the Reference King! | Pedagogical Skepticism

Allow me to say initially that I love the references on this paper- really just reading the references made me excited to read the paper. However there are 10 pages of references for an 8 page paper- is this appropriate?? This paper has an interesting premise- that the concept of culture, indicted as an obstacle to adoption of pedagogical and curricular reform, is underdeveloped theoretically. The discussion of three perspectives, individual, interactional, and social was very interesting.? Durkheim and Latour seem to make strange bed-fellows, and one is prompted to wonder whether the authors will articulate the ways in which these authors relate to one another (where are they complementary and where do they depart from one another?). While this paper may not be the place for that kind of theoretical work, it does pertain to the assertion made by the authors that they seek to employ a ?well articulated plurality? of ideas. I love the idea of using Latour for this kind of analysis in mathematics education and think that it will really work within the framework of the separate ethnographic case study (which the authors reference as in press), given Latour?s use of similar approaches in his seminal work, ?Laboratory Life?. The illustrative case study presented in this paper focuses on analysing the practice of one teacher from the three perspectives of culture. The assertion that the collective (or social?) perspective of culture is focused on understanding the describing and explaining the persistent features of a culture seems limited, and might be served by reference to more critical socio-cultural theoretical perspectives on culture or perhaps even some ideas from Critical Mathematics Education ala Skovsmose (and why not as the authors have already indicated their willingness to use a plurality of ideas?). It is interesting though that even as the authors claim that the perspective aims primarily to understand and describe, this framed as being so that ?we? can help educators change their practices to be more effective. The conclusion seems sound, and reminds me of a talk given by Paul Cobb at IOE a few years back about a large multi-level project that looked at instructional change at the level of the district, the school and the classroom- this research may be served by, or contribute to, interaction with the researchers engaged in that work.
