CU-Boulder hosts international animal behavior meeting

The mental exercise of learning something new may help calm a dog with behavior issues, while other dogs have proven the best way to help dogs rescued from puppy mills learn how to interact with humans.

Those were a couple of the many animal behavior tidbits shared at the 50th annual meeting of the international Animal Behavior Society convened today at the University of Colorado. The conference, which goes through Friday, includes lectures, scientific demonstrations and a film festival.

?Sometimes, I think the main reason (dogs) interact with (researchers) is because we're good at giving scratches,? said Julie Hecht, who researches canine cognition.

More than 800 scientists and students from the Americas and Europe are expected to attend the conference. The meeting will include more than 100 scientific presentations by Animal Behavior Society members on the behavior of organisms ranging from spiders, ants and bees to bluebirds, dolphins and baboons.

The conference kicked off today with a series of public lectures by animal behaviorists titled: ?Creating Quality Lives for Dogs and Cats through the Science of Animal Behavior.?

?Scientists have a responsibility to share their results with the public,? said Suzanne Hetts, one of the organizers of the public series. ?Our goal was to bring the science of pet behavior to pet owners and animal professionals.?

Sharon Wirant, one of about 50 certified applied animal behaviorists in the country and a conference attendee from New Hampshire, said misconceptions about animal behavior are rampant.

?It's encouraging people to look at animals as the species that they are and as individuals,? she said. ?Just like people who are siblings, every animal is different.?

The talks covered communicating with animals, helping dogs and cats get along, animals at play, canine cognition research and working with animal victims of human cruelty.

Animal behavior specialist Pamela Reid talked about the ASPCA's programs to help animals who are seized from puppy mills, from hoarders and from people who train dogs to fight. The organization recently started a six-week rehabilitation program to try to help animals who score the lowest on their evaluations, making them the ineligible for adoption.

Trainers work on fear of people, fear of handling, fear of novelty and willingness to wear a collar and walk on a leash.

She showed videos of dogs from puppy mills being evaluated who were too scared of people to eat treats, along with videos of dogs trained to fight who were good with people but viciously attacked a stuffed dog used to test aggression toward animals.

She also talked about the rehabilitation of a ?fighting? dog named Dragon, who was aggressive toward males but ?flirty? with females. With the help of the Longmont Humane Society, she said, he stopped being aggressive toward other dogs and eventually learned how to play with them instead.

?This was a huge breakthrough to see him play with other dogs,? she said.

After his rehabilitation, he was adopted by a family two years ago.

For dogs from puppy mills, who were never socialized, using a second ?helper? dog has proven the best way to help them ?come out of their shell? and learn to walk on a leash, go up and down stairs and not be afraid of new objects, she said.

?They start out needing that crutch of the helper dogs before they're able to do it on their own,? she said.

Ann Jones, who owns a pet sitting business in Fort Collins, said she attended to learn more about animal behavior ? both to better work with the animals in her care and to provide advice to clients who need help with an issue.

"It was excellent,? she said. ?I was always learning something new.?

Denver's Daniela Wohlwend, a self described ?dog geek,? said she's read articles and books written by the presenters and wanted to hear from them in person.

?I've get a big list of more books to read,? she said. ?It was great. I've learned a lot.?

Daily Chronicle | As America Ages, Part Two: Boomers caring for ...

Judy Bryant?s mother didn?t want to go into a nursing home.

So the 63-year-old Sycamore resident took her mother into her own home when she developed health issues. At the time, Bryant was taking care of her mother and the children in the home day care service she operates.

?She didn?t want to go into a home, so I stepped up,? Bryant said.

Some baby boomers are finding themselves in a triple whammy. While still supporting their children, their personal health is demanding more of their time as they age while many also are caring for their parents.

?You have a population that they themselves have some health care issues or a serious illness,? said Nancy Nelson, the senior manager of advocacy and community outreach for AARP Illinois. ?But at the same time, they?re dealing with their parents or in-laws who have health care issues that might be more severe.??

Caregiving, but for whom?

According to a 2011 study sponsored by MetLife, nearly 10 million American adults older than 50 were caring for their parents in 2008. The study found that being the main caregiver in a family has multiple impacts on adults.

?Adult children 50-plus who work and provide care to a parent are more likely to have fair or poor health than those who do not provide care to their parents,? the study said.

The average caregiver is a white woman who works while taking care of a parent. The study found her means of caregiving was split between providing financial assistance ? giving the parent-in-need at least $500 in the past two years ? and caregiving tasks such as dressing, feeding, transportation or financial management.

Nelson estimated that two-thirds of U.S. families are involved in some kind of caregiving.

Bryant fits the profile of the average caregiver. Her siblings would take over for caring for their mother whenever Bryant couldn?t. She described the process as being ?nuts.?

?It was very busy,? Bryant said. ?We had children to deal with, and I had my elderly mother. But she loved having kids around. That would boost her up.?

However, the time spent providing care could serve as a useful prep for individuals who are getting older, Nelson said.

?That?s an interesting twist with the boomers,? Nelson said. ?They?ll probably be more able to address their health issues and retirement issues ... because they?ve dealt with their parents.?

Four years after she moved in, her mother died in 2011, Bryant said. Right now, Bryant said she doesn?t have any health issues, and has been keeping up with regular check-ups.

Better than others

In two years, Bryant will qualify for Medicare, the federal entitlement program on which spending is projected to grow faster than the U.S. economy, according to a 2009 study from the Congressional Budgeting Office.

The office projected then that federal spending for Medicare and Medicaid would grow from about 5 percent of the nation?s gross domestic product to almost 10 percent by 2035, and then to 17 percent in 2080.

?That projection means that in 2080, without changes in policy, the federal government would be spending almost as much, as a share of the economy, on just its two major health care programs as it has spent on all of its programs and services in recent years,? the report reads.

Much of the federal spending on Medicare and Medicaid will be dedicated to fighting chronic diseases afflicting baby boomers. According to the American Hospital Association, six out of 10 baby boomers will be dealing with more than one chronic condition by 2030.

In that time, one of four baby boomers will have diabetes, half will have some kind of arthritis, and more than a third will be considered obese. Nelson said obesity will be a major health obstacle for boomers.

?They always think they?ll exercise more after they retire, but they really don?t,? Nelson said. ?Sometimes,. it?s the health problems that keep them from exercising.?

The Centers for Disease Control and Prevention is also bleak when it comes to the health of America?s boomers. Fifty percent of Americans 55 to 64 years have high blood pressure, while another 40 percent have some form of cardiovascular disease, the CDC found. In addition, 14 percent of them are uninsured.

Sue Munz, the director of group exercise at the Kishwaukee YMCA, said she has been exercising her entire life. But she still worries about cholesterol, thinning bones and her genetic makeup.

?Some of my family members may have died too early because they didn?t take care of themselves,? Munz said.

Munz said it is hard to determine shared interests in regards to health. At 56 years old, Munz said she enjoys ?a good hard workout? while older boomers might be interested in an arthritis class. She said the Kishwaukee Family YMCA has many different exercise classes available for many kinds of age groups.

Regardless of the activity level desired by boomers, Munz thinks everyone in the age group shares a common interest ? maintaining their independence so they can do the things they want to do.

?The thought of losing my independence, and being put into a nursing home, terrifies people in this age,? Munz said.

There are 38 hours, 59 minutes remaining to comment on this story.

Clowney, Jay-Z talks were within NCAA rules

COLUMBIA, S.C. (AP) ? A South Carolina spokesman says the school found no impermissible contact between All-American defensive end Jadeveon Clowney and Jay-Z, the rap mogul turned sports agency head.

Athletic spokesman Steve Fink said Thursday the athletic compliance office talked with Clowney and reviewed visits between he and Jay-Z. Fink said the school found Clowney had not received any impermissible benefits. NCAA rules allow players to talk with agents as long no agreements are reached regarding future representation.

Gamecocks coach Steve Spurrier said Clowney understands the rules and has done nothing to damage his eligibility.

Clowney had 13 sacks last season and was the Southeastern Conference defensive player of the year. He finished sixth in the Heisman Trophy balloting. Clowney won an ESPY last week for his helmet-popping hit on Michigan's Vincent Smith.

AllSaints Film celebrates the London heat wave by creating its latest project, Sun City

London, United Kingdom (PRWEB UK) 25 July 2013

AllSaints Film has used the recent record temperatures in London as the backdrop for its seductive and subversive new release, Sun City. A provocative tale of displacement and individuality, the short film was entirely devised, shot and edited in just two long hot days in the capital last week. By confronting the clich?s and conventions of swimwear advertising, Sun City demonstrates AllSaints? spirit for creative disruption.

?Once again, exclusive filmed content proves to be a modern and exciting medium with which to quickly and nimbly communicate the spirit and attitude of AllSaints,? comments the brand?s Creative Director, Wil Beedle. ?We had the initial idea of Sun City last Wednesday when the temperature was hitting 32 degrees, but since London weather is notoriously unpredictable, we gave ourselves the challenge of shooting and sharing it within a week. Let's hope it staves off the rain.?

In keeping with AllSaints? desire to communicate directly with its ever-growing global community and beyond, Sun City will be launched on July 24th on http://www.allsaints.com, across the brand?s digital platforms, including http://www.youtube.com/allsaintsfilm, and vimeo.com/allsaintsfilm, and is poised to become one of the summer?s viral must-sees.

Around-the-clock physical screenings will take place at Earlham Street; the longest-running AllSaints retail location, now operating as an experimental hub in which to explore the many facets of the AllSaints brand. For Sun City Earlham will be subject to a suitably subversive transformation, including the arrival of several tonnes of black sand, shipped directly from Iceland?s remote Vik Beach.

Launched in April this year, AllSaints Film is committed to expressing the diverse elements of the brand and its digital community. From music, style and street documentaries to cutting edge film installation, AllSaints Film produces exclusive content, collaborating with both established names and dynamic young talent. Previous releases include New Music City, a ten-minute documentary about Nashville?s burgeoning music scene, focusing on Kings of Leon?s independent record label, Serpents and Snakes.

High up in the French Alps, Peisey-Vallandry is a village situated in the dramatic landscape of peaked, snow-capped mountains and dense forests. From every place in the village, you can look out over the most breath-taking scenery and crisp, unspoilt natural environments. Hotels and catered chalets usually have thick glass windows that allow you to look out over the winter wonderland from the comfort of your accommodation and watch the snow falling or the sun setting.

This picturesque village is also the setting for the Vanoise Express and ski slopes that attract the world's most passionate winter athletes. People travel from all over the world to experience the fresh, thick snow of the mountains and crisp fresh air of the Alps. This article will talk a bit about the village with its amenities and catered chalets and the ski slopes of Peisey-Vallandry.

Inside Peisey-Vallandry

The village is right at the entrance to the Vanoise National Park, making it the perfect location for nature lovers who want a holiday untainted by pollution, excessive traffic, or noise. The area is perfectly placed for skiing and was used as the location for the 1992 Savoie Olympics, though people were coming to ski here for years before they finally built the resorts that have made the slopes more accessible. Now Peisey-Vallandry has a wide variety of beautiful luxury catered chalets, a few choice hotels, and several excellent restaurants, including the well-regarded Le Bergerie de Raphael and the restaurant Le Vanche.

Much of the accommodation in the catered chalets is completely ski in/ski out, meaning that you can jump on your skis and head off straight from your front door. Even the ones that are not are just a straight glide over to the lifts, and are less 50 or 100 metres away.

Skiing in Peisey-Vallandry

The town is the home of the amazing Vanoise Express, which is a double-decker cable car that can carry 200 people; it links Peisey-Vallandry as a connecting point to the internationally known Les Arcs and la Plagne ski resorts. When it was first constructed in 2003 it was the fastest and also the longest cable car in the world, crossing the valley in less than four minutes.

With Peisey-Vallandry as a central hub for the entire Paradiski ski area which contains over 400 kilometres of ski slopes there is plenty of interest for experienced and highly skilled skiers, with athletes coming from all over to experience the off-piste ski areas in Les Arcs. Google adds push notifications to Calendar API

Google adds push notifications to Calendar API

Google just made the lives of third-party calendar developers much easier. Rather than having to constantly poll Google Calendar servers for updates, the Calendar API now supports push notifications. This means, with just a few lines of code, developers can sync their app to Mountain View's servers in near real time, rather than waiting on regularly scheduled updates. The only thing a developer will need to do is give a user the tools necessary to subscribe to a calendar. When something changes, Google sends a notification to the app, which performs an API call to pull down the updated data. Simple as pie! And probably a little healthier for your battery than checking in every 15 minutes, whether something has changed or not. If you're looking for a few more details you can hit up the source link.

Just after England sealed their Ashes win in the final over of the day, Channel 5's cricket highlights programme had 1.3 million viewers, a 7.3% share, between 7pm and 8pm.

Sport, sport, sport. All they show is sport

BBC3's Family Guy returned for a new series on BBC3 with 1.4 million viewers, a 7.1% share, at 10pm. It was more than three times the channel's slot average over the past three months, up nearly 220%.

BBC1's The White Queen had 3.5 million viewers, a 15.8% share, between 9pm and 10pm, beaten by ITV's Law & Order: UK, with 4.6 million, a 20.9% share.

Channel 4's most watched programme was The Plane That Saved Britain, a documentary about the Mosquito, which had 1.4 million viewers, a 6.2% share, at 9pm.

It was up against Channel 5's Big Brother, watched by 1.7 million viewers, a 7.6% share.

Pope prays for World Youth Day

VATICAN CITY (AP) ? Pope Francis has thanked pilgrims in St. Peter's Square for their good wishes for his impending journey to Brazil for World Youth Day.

The pope departed from his prepared text during the traditional Sunday Angelus blessing to point to a large banner with "Buon Viaggio," or "Good Trip," written across it.

"I ask you to join me spiritually through prayer on the journey I will be begin tomorrow," Francis said.

More than a million young Catholics are expected to celebrate their new pope during World Youth Day in Rio.

The 76-year-old Argentine became the church's first pontiff from the Americas in March, and the trip to Brazil is his first international journey since becoming pope.

US home sales dipped 1.2 percent in June

WASHINGTON (AP) ? U.S. sales of previously occupied homes dipped in June to a seasonally adjusted annual rate of 5.08 million in June but remain near a 3?-year high.

The National Association of Realtors said Monday that sales dipped last month from an annual rate of 5.14 million in May. The NAR revised down May's sales, but they were still the highest since November 2009.

Despite last month's dip, sales are up 15.2 percent from a year ago. Home sales have recovered since early last year, buoyed by job gains and low mortgage rates.

Still, mortgage rates have surged in recent weeks over concern that the Federal Reserve could slow its bond-buying programs this year. The Fed's bond purchases have helped keep long-term interest rates low.

Higher mortgage rates slowed sales of higher-priced homes in states such as California and New York, the Realtors group said.

The average rate on a 30-year fixed mortgage leapt to 4.46 percent by the end of June from 3.81 percent at the end of May. The rate was 4.37 percent last week.

Most economists aren't yet worried that the higher rates will undercut the housing recovery. Mortgage rates are still at historically low levels, and home prices remain relatively affordable despite rising in the past year. In addition, higher mortgage rates could encourage potential buyers to come off the sidelines and purchase homes before rates rise further.

But many of those buyers may be frustrated by the small number of available homes, which has helped push up prices. The number of homes for sale rose 3.3 percent in May to 2.2 million, the second straight increase. But inventories are still 10 percent below year-ago levels.

Another obstacle is a lack of first-time buyers, who usually drive healthy markets. They made up only 28 percent of buyers in May, below the 40 percent that is typical. Since the housing bubble burst more than six years ago, banks have imposed tighter credit conditions and required larger down payments. That's made it harder for first-time buyers to qualify for mortgages.

The strength in housing this year has offset weaknesses elsewhere in the economy, like manufacturing and business investment. Rising home sales lead to more spending at furniture and home supply stores.

Homebuilders have also stepped up construction in the past year, creating more construction jobs. In June, they applied for permits to build single-family homes at the fastest pace in five years.

Prom 13: NYOUSA/Gergiev @ Royal Albert Hall, London

rsz prom 13 cr chris christodoulou 3 300x300

    (Photo: Chris Christodoulou)

It was an evening of firsts at the Royal Albert on Sunday night. It marked the Proms d?but of the recently formed National Youth Orchestra of the United States Of America, the first appearance of conductor Valery Gergiev at this year?s event and also opened with the European premiere of Magiya by American composer Sean Shepherd.

Dressed in red jeans, black blazers and white trainers the orchestra made a striking impact from the start with their performance of Shepherd?s piece Magiya. Beforehand, the composer spoke of how it was inspired by other Russian overtures, and the confident playing of the NYOUSA ensured it was successfully translated in the hall. Over the ten minutes focus was repeatedly deflected around the different sections of the orchestra, with brass and percussion in particular contributing to its incisive, spiky, dynamic nature.

Somewhat unexpectedly, Tchaikovsky?s Violin Concerto in D major seemed to initially struggle to fully establish itself in comparison to the punchiness of the opening piece. However, Joshua Bell?s intricate, emotionally-wrought playing and the orchestra?s imparting of the lavish, flourishing melody of the first movement soon helped the piece power through to recover. There may have been the occasional moment where the brass and strings seemed strangely disconnected from each other but overall the NYOUSA preserved the balance of melancholy and liberation inherent in the concerto well. They returned to play a graceful M?lodie from?Tchaikovsky?s Souvenir d?un lieu cher before the interval.

Recent years have seen the National Youth Orchestra of Great Britain dazzle audiences in the UK with their performances of seminal twentieth century orchestral barnstormers, and tonight it was the turn of their American counterparts to show they are equally capable on this front. Shostakovich?s?Symphony No. 10 in E minor may not be as defining a symphony as his 5th or 7th but the NYOUSA confirmed it to be an epic piece full of turbulent drama.

The slow, portentous strings of the first movement gave way to the penetrating orchestral peaks that largely define the symphony. At times it?s as if the different parts of the orchestra are competing for supremacy whilst still remaining powerfully united, and the musical variety compressed into twenty minutes almost marked it out as a symphony within a movement.

They also conveyed the contrasts inherent within the symphony well, most notably seen in the single note near-silence at end of first movement before the sharp blast of unrepentant energy of the second. The early enveloping waltz of the third movement saw order restored before being shattered once more by further orchestral eruptions.?The victorious finale of the fourth movement may usually be assigned to that of the human spirit over oppression but tonight it feels just as appropriate to award it to the NYOUSA, such is the force of their playing. By the time they had completed an exuberant romp through a medley of Gershwin?s Porgy And Bess there was little doubt of the lasting impression they have made on this year?s Proms.

Swimmers from California club win gold at worlds

    Published: Saturday, July 20, 2013 at 8:52 p.m.
    Last Modified: Saturday, July 20, 2013 at 8:52 p.m.

BARCELONA, Spain - The opening day of the swimming world championships could have doubled for a Trojan Swim Club meet.

American swimmer Haley Anderson, a recent graduate of the University of Southern California, won the first gold medal of the championships in the 5-kilometer open water and USC-based Oussama Mellouli of Tunisia won the men's event.

"It's a great job for the Trojans today," Mellouli said, thanking his American coaches Catherine Vogt, Jon Urbanchek and Dave Salo. "It's an awesome group."

Anderson was on the U.S. team a few times with Fran Crippen, who died during a sweltering 10K race in the United Arab Emirates in October 2010.

"Fran taught us to be great competitors," Anderson said. "We all learned from Fran and take his memory with us to all open water competitions and live like he lived."

The course ran along the docks, giving spectators a good view of the race in sunny conditions in 75-degree waters and air temperature of 86 degrees.

China's Wu Minxia and Shi Tingmao won the first diving gold medal, earning Wu a record sixth world title in the women's 3-meter synchronized springboard.

The pair's almost flawless execution of all five dives framed by the dramatic backdrop of Barcelona's skyline gave them the top total score of 338.40 points.

Italy's Tania Cagnotto and Francesca Dallape claimed silver with 307.80, while Canada's Pamela Ware and Jennifer Abel took bronze with 292.08.

Wu has won nine world or Olympic gold medals in the 3-meter synchronized springboard. The only major title to escape her was the 2005 world championship when she didn't compete in the event.

Svetlana Romashina won gold synchronized swimming for the solo technical event. Her standout Russian teammate Natalia Ischenko is taking the year off because she's pregnant.

Huang Zuechen of China took silver, and Ona Carbonell took bronze to give host Spain its first medal of the championships.

Romashina earned the 11th world title of her career, to go with her three Olympic golds.

Down at Barcelona's harbor, Anderson's victory erased the bitter disappointment of missing selection for her favored event.

A silver medalist in last year's 10K Olympic race, Anderson finished only eighth in that event at U.S. trials in May on the same day of her graduation from USC. Her only chance to qualify came down to winning the 5K days later, which she did.

Now she has an even bigger title.

"I didn't walk at graduation and I didn't do well in the 10K so it was a pretty tough day," Anderson said. "But I knew if wanted to make the worlds team I had to win the 5K. There really was no other option. I had to put that race out of mind and just win the 5K. I went for it in that 5K to make the team and I've been focused on this 5K ever since then."

Anderson edged Poliana Okimoto of Brazil in a sprint finish, clocking 56 minutes, 34.2 seconds, 0.02 ahead of Okimoto. Another Brazilian, Ana Marcela Cunha, won a group sprint for third and finished 10.5 seconds behind.

Anderson trains under Vogt at USC, and Vogt is the U.S. open water head coach for these championships.

"She wanted to be out front and be smooth and strong and have some good closing speed and she did exactly what we talked about," Vogt said. "She felt like she wanted to take advantage of her event here."

At last year's London Games, Vogt was on Tunisia's staff and coached Mellouli to gold in the 10K.

Having started purely as a pool swimmer, Mellouli's sprinting ability is what sets him apart in the open water. That was evident as he surged ahead of an elite group of rivals as soon as he got within the ropes outlining the finish area.

"I was hoping they wouldn't stay with me," Mellouli said. "Once I put the jets on I was able to take off, finish the race and take the win."

Mellouli clocked 53 minutes, 30.4 seconds. Eric Hedlin of Canada took silver, 1.2 seconds behind, and five-time world champion Thomas Lurz of Germany finished third, 1.8 back.

Including the open water worlds, Lurz had won the 5K title seven consecutive times.

"I knew in the last 50 meters I would not win," Lurz said. "(Mellouli) swims the 100 free five seconds faster than me or more. This is the problem."

Besides the 10K, Mellouli also took bronze in the 1,500-meter freestyle in London to become the first swimmer to win medals in both the pool and open water at the same Olympics. And he won the 1,500 at the 2008 Beijing Games.

The 29-year-old Mellouli had planned to retire after the London Games but he changed his mind a few months later. He only began training again six months ago.

"This year was supposed to be a year off for me," he said. "So to come back here after a solid two months of training and to be on top of the world is quite exciting for me."

Midwest Oil Pipeline on Fast-Track to Approval

posted at 5:51 pm on July 19, 2013 by Erika Johnsen

While roving bands of eco-radicals expend their vociferous energies on doing anything and everything they can to thwart the construction of the Keystone XL pipeline win their successfully trumped-up and completely symbolic environmentalist battle, their misbegotten quest seems to ignore a burgeoning fact of the United States? economy and energy infrastructure: Especially because of the still-growing oil-and-gas boom borne largely of hydraulic fracturing, the U.S. is going to need a lot more pipeline to cope with the increase in supply.

In terms of terrestrial transport, highly regulated pipelines are a good deal more safe, efficient, and environmentally friendly than the cars and trucks that have been in increasing use, and the current lack of pipeline is also leading to economic waste of natural gas. We need to start updating and expanding the 500,000 miles of interstate pipeline that already crisscross the continental United States, and preferably sooner than later. Via Brad Plumer:

The Energy Information Administration recently put out a report?showing that U.S. transport of crude oil by rail, truck, and barge has soared by 57 percent between 2011 and 2012, surpassing 1 million barrels per day. Out in North Dakota, for instance, companies are now producing far more shale oil from the Bakken formation than existing pipelines can handle. ?

In the most recent issue of Democracy, former White House energy adviser Jason Bordoff makes?an extended argument that North America?s energy infrastructure has yet to catch up with growing oil and gas production in all sorts of ways. For instance, nearly one-third of the natural gas that?s produced in North Dakota is simply burned off, or ?flared,? because there are no pipelines to bring it to market. (Unlike crude oil, natural gas usually can?t be shipped by truck or rail.)

What it is environmentalists think they?re going to accomplish in the long run if they succeed in killing the Keystone pipeline project, I?m not sure I?ll ever understand, but the highly selective attention is? interesting, to say the least. Via Alan Scherzagier at RCE:

A Canadian company?s plan to build an oil pipeline that will stretch for hundreds of miles through the Midwest, including through many sensitive waterways, is quietly on the fast-track to approval ? just not the one you?re thinking of.

As the Keystone XL pipeline remains mired in the national debate over environmental safety and climate change, another company, Enbridge Inc. of Calgary, Alberta, is hoping to begin construction early next month on a 600-mile-long pipeline that would carry tar sands from Flanagan, Ill., about 100 miles southwest of Chicago, to the company?s terminal in Cushing, Okla. From there the company could move it through existing pipeline to Gulf Coast refineries.

The company is seeking an expedited permit review by the U.S. Army Corps of Engineers for its Flanagan South pipeline, which would run parallel to another Enbridge route already in place. Unlike the Keystone project, which crosses an international border and requires State Department approval, the proposed pipeline has attracted little public attention ? including among property owners living near the planned route.

    Drone Crashes In Florida Panhandle

A drone that was launched at Tyndall Air Force base caused a remote part of a highway to be closed after it crashes near Florida Highway 98, west of Panama City and east of Mexico Beach. There were no injuries reported.

    Drone Crashes

According to an Air Force fact sheet, the QF-4 is tested at nearby Tyndall Air Force Base and at Holloman Air Force Base in New Mexico. The plane is a modified F-4 Phantom aircraft, which has been in use since the 1950s.

Public information officials at Tyndall released a brief statement about the crash and declined to answer specific questions about the drone or the reason for the crash.

James Lewis is a military technology expert with the Center for Strategic and International Studies in Washington and said the QF-4 was likely used for target practice by Tyndall?s F-22 Raptor pilots.

?It is an older fighter plane they have modified for use as a target,? Lewis said. ?The QF-4 is not a drone in the way we normally think of drones. It is not used for anything other than to be shot down. It is an old aircraft that would otherwise be sold for scrap.?

The Air Force fact sheet said the plane is controlled remotely, simulates enemy aircraft maneuvers and missiles are fired at it. An explosive device in the plane destroys it if it becomes uncontrollable, the fact sheet said.

Highway 98 hugs the Gulf Coast and is a popular route for tourists looking for scenic drive from Panama City to Florida?s Big Bend region.

Russia releases Putin critic Alexei Navalny on bail after mass protests

    Valentina Svistunova / EPA

Russian opposition figure Alexei Navalny embraces his wife Yulia after he was freed by Regional court of Kirov region following a protest of prosecutor's office in Kirov, Russia, on Friday.

    By Gabriela Baczynska, Reuters

KIROV, Russia -- Russia unexpectedly freed opposition leader Alexei Navalny on bail on Friday, bending to the will of thousands of protesters who denounced his five-year jail sentence as a crude attempt by President Vladimir Putin to silence him.

In a ruling that points to Kremlin uncertainty over how to handle Navalny's case and revived protests, a judge approved an unusual prosecution request to release him while he awaits the outcome of an appeal.

The anti-corruption campaigner's movements will be restricted to Moscow but he proclaimed the ruling, one day after he was convicted of theft, as a victory for people power.

"I am very grateful to all the people who supported us, all the people who went to (protest in Moscow's) Manezh Square and other squares," the 37-year-old said, rushing across the court to hug his wife after he was released from a glass courtroom cage.

"We understand perfectly well what has happened now. It's an absolutely unique phenomenon in Russian justice," he said in the court in Kirov, an industrial city 550 miles northeast of Moscow.

People poured onto the streets of big Russian cities to protest on Thursday evening after Navalny was convicted of stealing at least $494,000 from a timber firm when he was advising the Kirov regional governor in 2009.

Police said more than 200 people were detained in St Petersburg and Moscow although there were no big clashes.

Navalny says the case was politically motivated and intended to sideline him as a political threat to Putin, even though his support is limited outside the big cities and opinion polls show the president is still Russia's most popular politician.

Navalny led anti-Putin protests which attracted tens of thousands last year before they started to fade when the former KGB spy was elected to a six-year third term as president.

The decision to release him could be a political maneuver to head off social unrest. Some political analysts said the Kremlin, and the business and security community around it, looked divided over Navalny.

Russia's most notable anti-corruption campaigner and opposition leader has been found guilty of embezzlement and sentenced to five years in prison. The U.S. ambassador said the trial was apparently politically motivated. Channel Four's Jonathan Rugman reports

"There really is a split in the elite," one analyst, Ella Paneyakh, said in an online comment. "And it seems there will be no peaceful outcome."

The Kremlin has not responded to calls for comment on the verdict and said nothing about Friday's ruling.

The United States and European Union voiced concern over Navalny's conviction, saying it raised questions about the rule of law and Russia's treatment of Putin's opponents.

The White House called it part of a "disturbing trend aimed at suppressing dissent."

Russian shares fell on Thursday on concerns the conviction may provoke unrest, after a case that led to comparisons with the political "show trials" under Soviet leader Josef Stalin.

At least 3,000 people protested near the Kremlin in Moscow on Thursday under a heavy police presence, blocking main streets and shouting "Freedom" and "Putin is a thief."

Police plunged into the crowd to pluck out people holding Navalny portraits. A police official said about 50 were detained, but activists said the number had reached 169 as smaller groups continued to protest past midnight.

At least 1,000 people protested in St. Petersburg, where police said about 40 were detained, and smaller rallies were held in other cities.

Immigration backers plan push for reform

WASHINGTON (AP) ? Backers of comprehensive immigration legislation are gearing up for a campaign to push the House to act, even as some begin openly voicing fears they're already losing the fight.

Congress' monthlong August recess could be crucial and supporters aim to exert influence in dozens of congressional districts home to Republican House members seen as open to reform.

Business and religious groups and others with ties to the GOP majority are under pressure to win over lawmakers through tailor-made campaigns from within their districts, involving ministers, local executives and other contacts. Immigration activists, labor leaders and others on the left are making plans for large-scale mobilizations such as rallies and marches to exert pressure from without.

"Here's the fact: We're not winning, so we've got to wage a campaign," said Sen. John McCain, R-Ariz., a lead author of the Senate-passed immigration bill. "There are many members of the House that don't want to take up any bill at all, as you know. What our job is, we want to convince them to at least pass legislation, so that we can go to conference and work together."

The scenario supporters hope to avoid is what happened to President Barack Obama's health care bill in the summer of 2009, when it was savaged by irate voters at unruly town hall meetings, taking a beating it never really recovered from.

"August is a month in which either legislative proposals die, or they survive," said Sen. Robert Menendez, D-N.J. He said those who favor immigration legislation must be heard in August. "And if we do that, we'll be well positioned for the fall in the House. If we don't, then we run a risk."

Immigration legislation, a top priority for Obama, has been in limbo since the Senate last month passed a sweeping bill with provisions aimed at securing the border, requiring employers to verify their workers' legal status, allowing many more workers into the country legally, and offering eventual citizenship to the 11 million immigrants already in the country illegally.

Many members of the House's Republican majority oppose citizenship for people who crossed the border illegally or overstayed their visas, and House Speaker John Boehner, R-Ohio, has ruled out taking up the Senate bill in the House. Instead, he's declared that the House will move in a piecemeal fashion, beginning with border security.

Although Boehner had hoped for House action on immigration before August, that goal is no longer in sight. He reiterated Thursday that the House must address the issue. When and how remained unclear, although Boehner said he hoped to see the House pass something before Congress next confronts raising the debt ceiling, which is expected sometime this fall.

Authors of the Senate bill summoned dozens of business lobbyists, officials with religious groups and others to the Capitol earlier this week to tell them they needed to work harder and coordinate better to win over House Republicans. The senators distributed a list of 121 House Republicans seen as persuadable, and instructed those present to focus on tailoring individual campaigns for their congressional districts.

"We are going to have numerous business contacts ? whether it be a local restaurant that cares about immigration or a high-tech or manufacturing or financial business in their district ? contacting them in terms of how important this is to the future of jobs in each district," said Sen. Chuck Schumer, D-N.Y.

The coalition that supports immigration overhaul includes agriculture interests, businesses large and small, Catholics and evangelicals, high-profile Republicans, labor groups and others. By most measures, it dwarfs those opposed to reform, including tea party activists and lesser-known groups such as NumbersUSA, as well as some leading Republican voices.

"We're up against a very shrill minority," said Charles Spies, a GOP fundraiser and co-founder of the group Republicans for Immigration Reform.

Yet thus far, supporters have not translated their greater numbers and bigger budgets into a successful campaign to shift opinion among House Republicans.

Some officials with outside groups say that until recently their attention was focused on the Senate, arguing that as they begin to make inroads in congressional districts their efforts will show.

Joe Trauger, vice president of human resources policy at the National Association of Manufacturers, said his group is making plans for everything from plant tours for members of Congress to showing up at their town halls over August, all aimed at "making sure they understand there are folks out there that do support moving forward on immigration reform and want the House to proceed."

That's not keeping some, on the right and left, from criticizing business in particular for failing to spend more money and push harder in the fight.

"The business wing of the GOP has been outhustled by the anti-immigrant wing of the GOP for years," said Frank Sharry, executive director of America's Voice, which supports immigration reform. "This is the moment, and they've really got to throw down."

Yet some House Republicans say there's a limit to how much outside groups can influence their thinking anyway, saying they're more interested in what their constituents have to say.
