Launch Update: The launch of two sounding rockets from the Wallops Flight Facility was scrubbed on Monday, June 24 due to high cirrus clouds. The next attempt for these two rockets is currently scheduled for Tuesday, June 25, with a window of 9:30-11:30 a.m.

The two rockets, a Black Brant V and a Terrier-Improved Orion, will launch 15-seconds apart in support of the Daytime Dynamo experiment, which is a joint project between NASA and the Japan Aerospace Exploration Agency, or JAXA.

The project is designed to study a global electrical current called the dynamo, which sweeps through the ionosphere. The ionosphere stretches from about 30 to 600 miles above Earth and plays a crucial role in our day-to-day lives. For example, radio waves bounce off it as they travel from sender to receiver, and communications signals from satellites travel through it as well. A disruption in the ionosphere can disrupt these signals.

The first rocket scheduled for launch is a single-stage Black Brant V, which will collect data on the neutral and charged particles it travels through. The second rocket is a two-stage Terrier-Improved Orion. It will shoot out a long trail of lithium gas to track how the upper atmospheric wind varies with altitude. These winds are believed to be the drivers of the dynamo currents. Clear skies are required to view these trails using ground-based cameras.

The rockets will be visible to residents in the Wallops region. The NASA Visitor Center will open at 8 a.m. on launch day for viewing the launches. The Wallops USTREAM channel will broadcast the launch live beginning at 8:30 a.m. on launch day.

Communications and navigation signals from satellites travel through it as well. A disrupted ionosphere equates to disrupted signals.

Scientists are gearing up to launch a sounding rocket from NASA's Wallops Flight Facility, Wallops Island, Va. for a five-minute trip to study a global, electrical current called the dynamo sweeping through the ionosphere. The sounding rocket is also called Dynamo. The window for launch is June 24 to July 8, 2013 (excepting June 26 and 27).

"The dynamo further south at the magnetic equator is particularly strong and is called the equatorial electrojet," said Robert Pfaff, the principle investigator for the Dynamo sounding rocket at NASA's Goddard Space Flight Center in Greenbelt, Md. "The mid-latitude dynamo is less understood and is actually more complex, since here Earth's magnetic field is at an angle."

The Dynamo mission, a joint project between NASA and the Japan Aerospace Exploration Agency, or JAXA, consists of two rockets that will launch 15 seconds apart during a window that lasts between 9:30 a.m. and 11:30 p.m. EDT. Each sounding rocket will go for a five-minute flight to some 100 miles up in the ionosphere. The larger rocket is a Black Brant V, which is 35 feet long, carrying a payload of 600 pounds. This rocket will collect information about the neutral and charged particles through which it travels. The second rocket is a Terrier-Improved Orion, and is 33 feet long. It will shoot out a long trail of lithium gas to track how the upper atmospheric wind varies with altitude. These winds are believed to be the drivers of the dynamo currents.

Studying the winds during the daytime is not easy because the wind tracer normally used by sounding rockets is only visible at night. As a result, scientists at JAXA and Clemson University in Clemson, S.C., have jointly developed technology that uses lithium trails as a tracer, which is visible during the day using cameras with special filters. The Dynamo experiment will use a NASA airplane to gather data above the haze and clouds in order to record how the lithium, and hence the wind, moves.

Understanding what influences the movement of both the neutral and charged particles in the upper atmosphere is crucial to understanding the dynamo, as both affect the currents.

"The simple picture of the dynamo involves two giant circles of current one in the northern hemisphere and one in the south," said Doug Rowland, a co-investigator for Dynamo at Goddard. "At its most basic, the electric current is caused simply because the sun heats the upper atmosphere during the day causing the gas to rise up, which in turn causes movement, a wind. The neutral wind pushes the heavier charged particles and that drives an electric current. So both the neutral and the charged material must be understood."

Such a simple picture is not a complete picture, of course, and sounding rockets such as Dynamo are needed to not only reveal how these fundamental currents are set up, but also how a host of other occurrences around Earth impact the dynamo. For example, activity on the sun can affect Earth's magnetic fields sometimes causing severe variation in the ionosphere. Additionally, the lower parts of the ionosphere contain different types of ions, which collide with the neutral gases in different ways, depending on their size.

Some of these effects have been studied before in the mid-latitudes, but in this region no one has studied the electromagnetic effects at the same time as they've studied the neutral winds.

Not only will understanding the dynamics of the ionosphere currents help to understand how -- and perhaps even predict when -- the ionosphere can disturb radio signals, it can shed light on similar processes believe to occur on other planets throughout the solar system.

"The manner in which neutral and ionized gases interact is a fundamental part of nature," said Pfaff. "There could very well be a dynamo on other planets. Jupiter, Saturn, Uranus and Neptune are all huge planets with huge atmospheres and huge magnetic fields. They could be setting up dynamo currents galore."

While sounding rockets make short trips, they provide access to critical areas of the upper atmosphere that are too low for orbiting satellites. Wallops Flight Facility, which manages NASA's sounding rocket program, is where the payloads are designed, built and tested.

IRS 'lookout' lists cast wider net than conservative groups

WASHINGTON (Reuters) - U.S. Internal Revenue Service agents used more than just "Tea Party" and other conservative terms to screen tax exempt applications, the newly-appointed IRS chief said on Monday after a month-long review ordered by President Barack Obama.

The IRS has scrapped use of the "be on the lookout" (BOLO) lists, newly appointed IRS chief Daniel Werfel said in a conference call with reporters. His disclosure about the breadth of the lists added a new twist to a six-week-old controversy that has embarrassed the Obama administration, forced the exit of several IRS officials and triggered probes by the FBI and Congress.

"We did determine and discover there are other BOLO lists in place," Werfel said on the call. "There was a wide ranging set of categories and cases that spanned a broad spectrum."

A top Democrat on the Ways and Means Committee, Sander Levin, said the word "progressive" was on one of the lists, which agency officials have said they used to flag applications for potential scrutiny.

The IRS has been blasted for the lists since May 10 when a senior official apologized for scrutiny of conservative groups. On May 14, the Treasury Inspector General for Tax Administration (TIGTA) issued a report on the lists.

White House press secretary Jay Carney said Obama met with Werfel on Monday, and called the report a good first step.

"As the President has made clear, the misconduct identified in last month's Inspector General report is unacceptable," Carney said in a statement.

In response to the controversy, Obama last month fired then-acting IRS Commissioner Steven Miller and ordered a 30-day review. At least three other IRS officials have been replaced or are on administrative leave.

Werfel said the IRS review found no intentional wrongdoing by employees inside or outside the agency.

Republican lawmakers, who have been suspicious that the White House played a role in the added scrutiny, said that many questions remained unanswered.

"The IRS still needs to provide clear answers ... who started this practice, why was it allowed to continue for so long, and how widespread was it?" said Dave Camp, the Republican chief of the Ways and Means Committee in the U.S. House of Representatives.

Werfel is set to testify before the committee on Thursday.

LISTS ALSO FLAGGED "PROGRESSIVE" GROUPS

The IRS has provided hundreds of pages of documents to congressional investigators. Levin released some of the lists later on Monday, including one that included "progressive."

Levin, a Democrat from Michigan, said the May 14 TIGTA report is flawed because it ignored this fact.

"The audit served as the basis and impetus for a wide range of Congressional investigations and this new information shows that the foundation of those investigations is flawed in a fundamental way," Levin said.

According to documents released by Levin, the lists also included applications from groups interested in "disputed territories in the Middle East" and Obama's controversial health care law, among other hot-button topics.

FAST TRACK

Werfel's full report also outlines a new fast-track process for tax-exempt, 501(c)(4) applications stalled for more than 120 days, allowing them to "self-certify" by pledging to not spend more than 40 percent of their activities and expenditures on political activity.

"If they are less than 40, we think they are in a good place to self-certify and move forward," Werfel said, adding that those with 40 percent to 50 percent would likely require IRS review.

Political activity must not be the primary purpose of groups earning 501(c)(4) status, according to IRS interpretation of the law.

But the murky definition of "primary" led to some of the short-cuts used by IRS agents that got them into trouble, IRS officials have said.

Officials mum over probe linked to Pats' Hernandez

(AP) ? Authorities continue to investigate, but not talk about, the killing of a semi-pro football player whose body was found a mile from New England Patriots tight end Aaron Hernandez.

A spokeswoman for the Bristol County district attorney's office said Sunday that officials are not releasing details. Spokeswoman Yasmina Serdarevic said officials also are not talking about the cause of death of 27-year-old Odin Lloyd, whose body was found on Monday. His death was ruled a homicide.

Hernandez was questioned and his home searched as part of the police investigation into the Dorchester man's death.

State police officers and dogs searched Hernandez's North Attleboro home for more than three hours on Saturday.

An attorney for Hernandez has said he would not comment on the searches.

New England Patriots spokesman Stacey James has said the team does not expect to comment during the police investigation. NFL Commissioner Roger Goodell was waiting for the legal process to take its course.

The Patriots drafted Hernandez out of Florida in 2010. He has since combined with Rob Gronkowski to form one of the top tight end duos in the NFL. He missed 10 games last season with an ankle injury and had shoulder surgery in April but is expected to be ready for training camp. Last summer, the Patriots gave him a five-year contract worth $40 million.

Israel appoints new central bank chief

JERUSALEM (AP) ? Israel has appointed respected banker Jacob Frenkel as the next governor of the Bank of Israel.

It will be Frenkel's second term in the position. The current governor, Stanley Fischer, will be leaving the position at the end of this month after eight years in office.

The appointment must be approved by Israel's Cabinet, but significant opposition is unlikely.

Frenkel won praise for his role as central bank chief from 1991 to 2000 for his part in reducing inflation, liberalizing financial markets and integrating Israel's economy into the global financial system.

He has since worked in international finance. Frenkel, 70, is currently chairman of JPMorgan Chase International.

Prime Minister Benjamin Netanyahu announced the decision Sunday in a statement sent to news media.

Targeted viral therapy destroys breast cancer stem cells in preclinical experiments

June 24, 2013 ? A promising new treatment for breast cancer being developed at Virginia Commonwealth University Massey Cancer Center and the VCU Institute of Molecular Medicine (VIMM) has been shown in cell culture and in animal models to selectively kill cancer stem cells at the original tumor site and in distant metastases with no toxic effects on healthy cells, including normal stem cells. Cancer stem cells are critical to a cancer's ability to recur following conventional chemotherapies and radiation therapy because they can quickly multiply and establish new tumors that are often therapy resistant.

The study, published in the International Journal of Cancer, focuses on a gene originally cloned in the laboratory of primary investigator Paul B. Fisher, M.Ph., Ph.D. The gene, melanoma differentiation associated gene-7 (mda-7), also known as interleukin (IL)-24, has been shown to directly impact two forms of cell suicide known as apoptosis and toxic autophagy, regulate the development of new blood vessels and also play a role in promoting cancer cell destruction by the immune system. In the present study, the researchers used a recombinant adenovirus vector, an engineered virus with modified genetic material, known as Ad.mda-7 to deliver the mda-7/IL-24 gene with its encoded protein directly to the tumor.

"Therapy with the mda-7/IL-24 gene has been shown to be safe in a phase I clinical trial involving patients with advanced cancers, and prior studies in my laboratory and with collaborators have shown that the gene could also be effective against breast, prostate, lung, colorectal, ovarian, pancreatic and brain cancers," says Fisher, Thelma Newmeyer Corman Endowed Chair in Cancer Research and co-leader of the Cancer Molecular Genetics program at VCU Massey, chairman of VCU School of Medicine's Department of Human and Molecular Genetics and director of the VCU Institute of Molecular Medicine. "Our study demonstrates that this therapy may someday be an effective way to eradicate both early and advanced stage breast cancer, and could even be used to reduce the risk of cancer recurrence."

The researchers found that infection of human breast cancer cells with the adenovirus decreased the proliferation of breast cancer stem cells without affecting normal breast stem cells. It was also shown to induce a stress response in the cells that led to apoptosis by disrupting Wnt/B-catenin signaling, a process cells rely upon to transmit signals that initiate biological functions critical to survival. In mouse models, the therapy profoundly inhibited the growth of tumors generated from breast cancer stem cells and also killed cancer cells in distant, uninjected tumors.

Since discovering the mda-7/IL-24 gene, Fisher and his team have worked to develop better ways to deliver it to cancer cells, including two cancer "terminator" viruses known as Ad.5-CTV and Ad.5/3-CTV. Cancer terminator viruses are unique because they are designed to replicate only within cancer cells while delivering immune-modulating and toxic genes such as MDA-7/IL-24. Coupled with a novel stealth delivery technique known as ultrasound-targeted microbubble destruction (UTMD), researchers can now systemically deliver viruses and therapeutic genes and proteins directly to tumors and their surrounding tissue (microenvironment) at both primary and metastatic tumor sites. UTMD uses microscopic, gas-filled bubbles that can be paired with viral therapies, therapeutic genes and proteins, and imaging agents and can then be released in a site and target-specific manner via ultrasound. Fisher and his colleagues are pioneering this approach and have already reported success in experiments utilizing UTMD technology and mda-7/IL-24 gene therapy in prostate and colorectal cancer models.

"We are hopeful that this targeted gene therapy could be safely combined with conventional chemotherapies to significantly improve outcomes for patients with breast cancer and potentially a variety of other cancers," says Fisher. "When paired with promising new delivery techniques such as UTMD, physicians may one day be able to better target site-specific cancers and also monitor the effectiveness of these types of therapies in real time."

The question of a two-track Europe, or one that becomes a union of insiders and outsiders, of winners and losers, has loomed as the continent struggles out of its debt crisis.

The notion has been rejected by a host of European leaders and thinkers. But this week?s news in Europe already shows how well underway it already is.

One photo featured Greeks congregating for a strike, after their state broadcaster was unexpectedly shut down in a cost-savings measure. Another captured Germans congregating, but this time it is dignitaries in Berlin inaugurating the reconstruction of King Frederick the Great?s palace.

Greeks were caught off-guard after their public broadcaster ERT went black around midnight on Tuesday. The new anchor?s last words: ?The riot police are moving toward the transmitters to switch them off.... This is official information we have.?

The move is the first of a series of planned closures this year in Greek institutions to reduce national debt and secure bailout funds from the EU.

ERT was founded in 1938 with an educational, non-commercial mission, writes our correspondent in Athens. For many rural Greeks, it?s the only channel they can access.? But Prime Minister Antonis Samaras called ERT "the symbol of waste and lack of transparency.?

On the same day that Greeks woke up to find their state channel black, Germany?s President Joachim Gauck laid the first stone for the reconstruction project of what was once, as the BBC puts it, one of the world?s grandest buildings.

The rebuilding of King Frederick the Great's palace, which housed the kings of Prussia from 1701, will cost about 600 million euros funded largely by taxpayer money.

The fa?ade of the opulent building, some of which dated to the 15th century, will be recreated, while inside the modern remake will preserve Germany?s cultural identity with pieces of art and other historic gems.

The building was damaged in World War II and then completely dynamited in 1950 by communists, who then rebuilt the Palace of the Republic.

The diverging fates of the continent have dismayed some. Greeks have angrily compared the rise of Germany today to the imbalances that grew in the 1930s. Many consider that unfair and historically wrong.

Firefighters keep guard over mountain enclave

DEL NORTE, Colo. (AP) ? Fire crews with tankers and hoses at the ready stood guard Friday night as a massive and fast-burning wildfire threatened a popular mountain tourist enclave in southwestern Colorado, forcing the evacuation of more than 400 people.

"It's like gasoline up there," said Cindy Shank, a former firefighter and executive director of the southwest Colorado chapter of the Red Cross, which set up a shelter at Del Norte's high school for residents and visitors of South Fork, a summer retreat of cabins, RV parks and mostly part-time homes.

"I've never seen a fire do this before," Shank said of the blaze, which was being fueled by hot, windy weather and miles and miles of strands of trees killed by a beetle infestation. "It's really extreme, extreme fire behavior. It has split into two pieces. There are two heads to the fire."

A black smoky sky, broken up only by an orange glow over the outlines of the San Juan mountains, was all that was visible from the nearby town of Del Norte, where evacuees were given an update Friday evening by fire officials.

"It will be a couple of days before South Fork is out of danger," Jim Jaminet, a fire management officer for the Rio Grande National Forest, told evacuees.

Although he tried to reassure the residents that their homes and cabins would be saved ? "Every type of structure protection is in place," Jaminet said ? he noted that the wind- and dead tree-fueled blaze was unpredictable.

"Every afternoon these things are getting legs and getting up and walking around," he said of the fires.

Dozens of fire crews were positioned around neighborhoods in the town, working to remove propane tanks and wood piles that could help ignite homes.

Authorities said the 47-square-mile fire was a few miles southwest of town Friday night and had been advancing at a rate of about a mile an hour.

Meantime, a third fire sparked to the West, raising concerns it would move toward the town of Creede, which has about 300 residents.

And to the east, in south-central Colorado, nine structures and four outbuildings have been lost in a wildfire in Huerfano County that forced the evacuation of about two dozen residents and more than 170 Boy Scouts since it started Wednesday, fire officials said.

South Fork a popular spot for hiking and camping. The fictional Griswold family camped in South Fork in 1983's "National Lampoon's Vacation." The famous scene where a dog urinates on a picnic basket was filmed at South Fork's Riverbend Resort, called "Kamp Komfort" in the movie.

South Fork's mayor, Kenneth Brooke, sent his children and grandchildren to a safe location and stayed behind, helping several dozen area fire responders prepare for hosing down structures.

Brooke said authorities are allowing him to stay in South Fork until the blaze crests a nearby mountain. Until then, the mayor was taking phone calls from nervous neighbors and telling them the town's grim forecast.

"I just tell them it doesn't look good," Brooke told The Associated Press by phone Friday. "I tell them the truth, that the fire is coming. I just tell them to keep themselves safe, evacuate as need be and don't come back.

Late June to August is usually peak season for South Fork, when tourists or part-time residents multiply the town's population.

Harold Josefy, his wife and their 13-year-old granddaughter left the Fun Valley RV park after officers knocked on doors Friday morning. "They told us we had to get out now," he said.

But Terri Allahdadi and her motor coach were staying in South Fork for now. "It's like a ghost town," Allahdadi said by telephone Friday night. "We are not having trouble breathing. I know they need to evacuate people, but I don't feel threatened at all."

South Fork native Denny Fleming, 55, said he, his wife and his dad were the only residents he knew who stayed behind. His family runs South Fork's only gas station. They were keeping it open so firefighters would have fuel, coffee and ice, he said. The family's Rainbow Grocery was closed though.

"We're usually very, very busy right now," Fleming said.

Since most of the residents are part-time, most evacuees said they were less concerned about personal possessions than lifestyle.

"There's just lots of memories," Sue McCraw of Stillwater, Okla., said of she and her husband, Dean's rustic cabin 11 miles from South Fork.

"It's an antique," Dean McCraw said. "But it has character."
